Since June 2026, applications for authorisation to operate a <strong>Temporary Storage Facility (IST)<\/strong> must be submitted via the European <strong>TP-CDS<\/strong> portal, replacing the former national system SOPRANO-DT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies that already hold an IST authorisation issued in SOPRANO-DT are also concerned: <strong>they must submit a new application in TP-CDS no later than 30 November 2026<\/strong>. As the transfer of existing authorisations is not automatic, it is essential to anticipate this process in order to ensure continuity of the authorisation.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-notice root-eb-notice-qyrph\"><div class=\"eb-parent-wrapper eb-parent-eb-notice-qyrph \"><div class=\"eb-notice-wrapper eb-notice-qyrph\" data-id=\"eb-notice-qyrph\" data-show-again=\"false\"><div class=\"eb-notice-title-wrapper\"><div class=\"eb-notice-title\">\u26a0\ufe0f <strong>Warning<\/strong>:<\/div><\/div><span class=\"eb-notice-dismiss\" style=\"cursor:pointer\"><\/span><div><div class=\"eb-notice-text\"><strong>LADT are not affected by this switch.<\/strong> Approvals for <strong>Approved Places for Temporary Storage (LADT)<\/strong> remain, at this stage, processed in SOPRANO.<\/div><\/div><\/div><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What is a Temporary Storage Facility (IST)?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A <strong>Temporary Storage Facility (IST)<\/strong> is a place authorised by Customs allowing non-Union goods to be stored after their presentation to customs, pending their placement under a customs procedure, their re-exportation or, where applicable, their destruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stay of goods in an IST is in principle limited to <strong>90 days<\/strong>. During this period, the goods remain subject to the rules applicable to temporary storage, in particular as regards duties and taxes and commercial policy measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Operating an IST notably involves:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>obtaining a customs authorisation;<\/li>\n\n\n\n<li>keeping records ensuring the traceability of the goods;<\/li>\n\n\n\n<li>providing a guarantee, unless an exemption or reduction applies.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What is CDS and what is TP-CDS used for?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>CDS (Customs Decisions System)<\/strong> is the European system dedicated to the management of customs decisions and authorisations provided for by the Union Customs Code (UCC). It covers 22 categories of customs authorisations<sup data-fn=\"2a4bb430-0f32-41fc-81f0-d8d64ee54a07\" class=\"fn\"><a href=\"#2a4bb430-0f32-41fc-81f0-d8d64ee54a07\" id=\"2a4bb430-0f32-41fc-81f0-d8d64ee54a07-link\">1<\/a><\/sup>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Economic operators use <strong>TP-CDS (Trader Portal \u2013 Customs Decisions System)<\/strong><sup data-fn=\"b7619670-5564-44bf-8856-4e3ac4f3648d\" class=\"fn\"><a href=\"#b7619670-5564-44bf-8856-4e3ac4f3648d\" id=\"b7619670-5564-44bf-8856-4e3ac4f3648d-link\">2<\/a><\/sup> to submit their applications and monitor their processing by the customs authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The switch of IST authorisations to this portal is part of a drive to harmonise customs procedures at European level. However, it requires specific action from companies that already hold an authorisation issued under the former French system.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What steps must companies take?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The procedure depends on the operator\u2019s situation.<\/p>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table class=\"has-fixed-layout\"><tbody><tr><th>Situation<\/th><th>Action to be taken<\/th><\/tr><tr><td>New IST authorisation application<\/td><td>Submit the application in TP-CDS.<\/td><\/tr><tr><td>Existing IST authorisation in SOPRANO-DT<\/td><td>Submit a new application in TP-CDS before 30 November 2026.<\/td><\/tr><tr><td>Company concerned by the procedure<\/td><td>Check the validity of its EORI SIREN and the accuracy of the information required for the file.<\/td><\/tr><tr><td>Authorisation relating to an LADT<\/td><td>No switch planned under this measure at this stage; processing remains in SOPRANO.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">This new procedure forms part of the switch of IST operating authorisations to the European CDS system. Concerned operators are invited to consult the information from the Directorate-General of Customs and Indirect Taxes (DGDDI) regarding the switch of IST authorisations to CDS and the EORI SIREN<sup data-fn=\"f33bd27d-53a9-4160-93c0-ed2825d4744e\" class=\"fn\"><a href=\"#f33bd27d-53a9-4160-93c0-ed2825d4744e\" id=\"f33bd27d-53a9-4160-93c0-ed2825d4744e-link\">3<\/a><\/sup>.<\/p>\n\n\n\n<div class=\"wp-block-essential-blocks-notice root-eb-notice-aalqd\"><div class=\"eb-parent-wrapper eb-parent-eb-notice-aalqd \"><div class=\"eb-notice-wrapper eb-notice-aalqd\" data-id=\"eb-notice-aalqd\" data-show-again=\"false\"><div class=\"eb-notice-title-wrapper\"><div class=\"eb-notice-title\"><strong>\u26a0\ufe0f Warning:<\/strong><\/div><\/div><span class=\"eb-notice-dismiss\" style=\"cursor:pointer\"><\/span><div><div class=\"eb-notice-text\">Companies <strong>must not consider their existing IST authorisation as automatically transferred to CDS<\/strong>. They must <strong>anticipate the submission of their new application<\/strong> and check the required information to avoid any administrative difficulties.<\/div><\/div><\/div><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Why anticipate the switch of IST authorisations?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The deadline of 30 November 2026 is approaching.
