To tackle the climate crisis and global deforestation, the European Union will enforce Regulation (EU) 2023/1115 from 30 December 2025 (or from 30 June 2026 for SMEs and micro-enterprises). This law will ban the sale or export of products linked to deforestation or forest degradation after 30 December 2020.
Which products does the law affect?
Products like coffee, cocoa, rubber, palm oil, soya, beef and timber — and some related products such as leather, printed paper or charcoal — will need a due diligence declaration (DDR).
What’s new for businesses :
- You must prove that the products are “zero deforestation” and comply with the laws of the country they come from.
- You must submit a due diligence declaration with the location of production sites, full supply chain traceability, and a signed commitment from the operator.
- The DDR number must be quoted when completing customs formalities.

- Risk of refusal to market products deemed non-compliant.
