The Enveloppe Logistique Obligatoire (ELO) is a new feature introduced as part of the SI Brexit to facilitate the passage of goods across the cross-Channel smart border.
Who is subject to the ELO obligation?
All road transport vehicles, whether carrying goods or not.
ELO objectives :
- Consolidation of customs declarations: ELO will consolidate all a vehicle’s documents in a single envelope, simplifying formalities on departure or arrival in Europe with a single scan per vehicle.
- Time savings: By consolidating information, the ELO speeds up the border crossing process for both imports and exports.
- Securing flows: This approach aims to secure the flow of goods and reduce the risks associated with passing through customs without proper declaration.
Implementation of the ELO :
- Transitional period: From the second half of April 2025, the ELO will be phased in for every freight unit crossing the smart border.
- Mandatory from 1 September 2025: From this date, the use of the ELO will become mandatory for all freight units crossing the smart border, even if they are empty.
How does it work?
- One envelope per vehicle, containing all the necessary documents.
- A single issuer, responsible for managing the ELO.
- In the case of consolidation, all documents are integrated into a single envelope.
- A single barcode will facilitate checks and travel between the UK and the EU.
