Contrary to what we previously announced, the Obligatory Logistics Envelope (ELO), implemented as part of the Brexit smart border, will not become mandatory on 1 September 2025 as initially planned. The General Directorate of Customs and Indirect Taxes (DGDDI) has just announced the extension of the transitional period until autumn 2025. The exact switchover date will be confirmed in September, with the aim of allowing operators and crossing companies sufficient preparation time.
Who is affected?
All road transport vehicles, whether loaded or empty, are required to have an ELO when crossing the border.
The objectives of the OLE:
- Centralisation of customs documents: a single file per vehicle to consolidate all necessary declarations.
- Time saving: a single scan per vehicle at departure or arrival, speeding up border crossing.
- Securing flows: reducing risks related to the absence or inconsistency of customs documents.
Implementation:
- Gradual deployment from late April 2025 as part of a transitional period.
- Obligation postponed to autumn 2025, with an exact date to be communicated by Customs in September.
How the OLE works
- A single envelope per vehicle, consolidating all documents required for crossing.
- A designated single issuer, responsible for the management and creation of the ELO.
- In the case of consolidation, all goods are included in the same envelope.
- The entire set is identified via a unique barcode, facilitating customs checks.
