The Council of the European Union has now approved a one-year postponement of the regulation concerning products from deforestation-free supply chains (EUDR). This postponement addresses the concerns of Member States and industry regarding the technical and organisational difficulties associated with applying the regulation.
New implementation timetable: what changes

This new timetable aims for a more realistic implementation while maintaining the regulation’s environmental objectives.
Reduced administrative obligations
To reduce the administrative burden, the Council is proposing several major adjustments:
- only the company that places a product on the market for the first time will be required to submit a Due Diligence Statement;
- downstream operators will no longer have to produce a dedicated statement: they will use the reference number of the initial statement;
- micro and small primary operators will be able to submit a single simplified statement.
A review of the system announced for 2026
The European Commission will be required, by 30 April 2026, to carry out an assessment of the administrative impact of the EUDR, particularly on micro and small enterprises. This analysis could pave the way for further legislative adjustments.
Next step: reaching an agreement
The adoption of this mandate now enables negotiations with the European Parliament to begin. The two institutions will need to reach agreement quickly, as the current version of the regulation is theoretically due to apply from 30 December 2025.
