Introduced by law no. 2015-990 of 6 August 2015, the Professional Identification Card for employees in the construction and public works sector, known as the BTP Card, is being reformed by decree no. 2024-112 of 15 February 2024, which comes into force on 1 April 2024.

Since 2015, foreign employees seconded to France to carry out building or public works work have been required to have a BTP card valid for each site on which they work. For each secondment, an employer must therefore order as many BTP cards as there are employees and different sites.

What changes from 1 April 2024 :

  • The period of validity of the BTP card: In the interests of simplification, from 1 April 2024, employees of an employer established outside France carrying out building or public works work must hold a BTP card valid for five years (Article R. 8292-3 of the French Labour Code). The period of validity will be indicated on each BTP card, along with its expiry date.
  • Multi-assignment: However, it will be deactivated between each period of secondment and between two assignments (for temporary workers employed by temporary employment agencies established in France). Article R. 8292-3 2° of the Labour Code has therefore been amended.
  • Multi-employer: The BTP card will therefore be multi-employer and will be able to include an unlimited number of secondments and worksites, which will be added to as and when required.
  • Removal of assignment locations: The location of secondments will no longer appear on BTP cards. It will only appear on SIPSI declarations.
  • Change in the manager of BTP cards: From now on, it is not the Union des Caisses that issues BTP cards but the association “CIBTP France (Construction and Public Works Bad Weather and Public Holiday Leave Fund) “, which is responsible for the administrative, technical and financial management of this card (Article R.8291-2 of the French Labour Code).

What will not change from 1 April 2024:

  • Employers outside France who second employees must always apply to the “CIBTP France” association for BTP cards in return for a fee, the amount of which is determined by the “CIBTP France” association (Article R.8291-3 of the French Labour Code).
  • As before, pending the issue of the professional identification card, a provisional certificate equivalent to a professional identification card will be sent by the “CIBTP France” association to the employer or the employer’s representative by electronic means for issue to the employee concerned.
  • The holder of the professional identification card or provisional certificate must present it without delay at the request of any of the control officers mentioned in article L. 8271-1-2 of the French Labour Code.
