The Calais Border Inspection Post (SIVEP): role and missions

The Border Inspection Post (SIVEP) at the port of Calais is a French authority, overseen by the Ministry of Agriculture and the Ministry of Finance and Customs. It carries out sanitary and phytosanitary inspections of goods coming from third countries entering French territory and the European single market.

The SIVEP inspects products of animal origin, live animals, plants, non-animal food products and animal by-products. Its objectives: prevent animal diseases, limit the spread of plant pests, guarantee food safety and animal welfare.

Since Brexit, Calais has become a strategic entry point for trade flows between the United Kingdom and the EU. The SIVEP has certified facilities and a multidisciplinary team of inspectors and technical specialists.

Importers must notify their goods via TRACES NT before any release for free circulation or transit. Controls include documentary checks, physical verifications and, if necessary, laboratory analyses depending on the product type and risk level.

When is a
veterinary, sanitary and phytosanitary (SPS) inspection required at the Border Inspection Post (SIVEP)?

Passing through the Border Inspection Post (SIVEP) is mandatory in certain specific situations. These controls mainly concern goods coming from third countries entering the European Union via France. Here are the cases in which SIVEP veterinary inspections are required:

Products of animal origin

Importation of products of animal origin intended for human consumption (for example, meat, fish, dairy products, eggs, honey, etc.).

Live animals

Importation of live animals (for example, cattle, sheep, poultry, horses, dogs, cats, exotic animals).

Animal by-products

Importation of materials not intended for human consumption (for example, animal meals, hides, horns, fats, etc.).

Plant products

Importation of certain plant products presenting a phytosanitary risk (for example: fruits, vegetables, plants, seeds, wood, soil…

Composite products

Importation of foodstuffs containing ingredients of animal origin (for example, prepared dishes, food supplements, animal feed).

Goods subject to sanitary measures

Products subject to animal health restrictions or special sanitary protection rules, even if they are not intended for food use.

Goods in transit

Transit of live animals or products of animal origin through France (for example, from the United Kingdom to another EU country or vice versa).

Re-entry of EU goods

Return of goods temporarily exported from the EU (for example, racehorses or animal products returning from fairs or competitions).

TRACES-NT: mandatory use for SPS certification in the European Union

Before any departure from the United Kingdom, all import procedures must be initiated and validated in TRACES-NT. Entry into the European Union is only permitted for shipments pre-registered and validated by SIVEP SPS inspections. Any unregistered shipment before departure will be refused and immediately returned.

Essential requirements for SPS and customs controls for access to the European Union

The introduction of goods into the EU requires compliance with SPS controls and customs formalities. Failure to comply may result in delays or return. Discover the key points for a smooth passage.

Inspection points

All sanitary and phytosanitary (SPS) inspections must take place at the first point of entry into the European Union.

Mandatory CHED

Goods can only be customs cleared after validation of the CHED (Common Health Entry Document) by the SIVEP, regardless of where the customs formalities are finalised.

No SPS control = No customs clearance

If the SPS control is not carried out at the first point of entry, customs clearance will not be possible. The vehicle will then have to return to the initial point of entry in the EU for inspection.

ISPM15 compliance

Wooden pallets and dunnage materials used for transport must comply with ISPM15 standard and bear the corresponding mark. Vehicles with non-compliant packaging will be returned to the United Kingdom.

Dedicated sites

Not all SIVEP control posts can inspect all types of goods. Vehicles must be directed to an authorised site for the type of product transported. For example, the Calais post does not handle seafood products, which must go through Boulogne-sur-Mer.

BREXIT: new SPS obligations for
imports and exports at the EU-United Kingdom border

Since 1 January 2021, following the United Kingdom’s exit from the European Union as part of Brexit, Calais has become an official entry point into the EU.



Products of animal or plant origin are now subject to veterinary, sanitary and phytosanitary (SPS) controls at the border, a mandatory prerequisite for their circulation within the European Union.



These inspections must be carried out at designated facilities called Border Inspection Posts (SIVEP), located at EU entry points.



These controls are completely separate from customs procedures.



Veterinary and phytosanitary authorities must grant authorisation before goods can enter EU territory and before any further action is taken.



In the event of refusal of entry by the authorities due to non-compliance, two outcomes are possible:


  • the vehicle carrying the refused goods is returned to the United Kingdom,
  • or the goods are destroyed if they present a risk to public health.
