The VerifActu system approved in Spain

Under Law 11/2021, the Spanish government has made it compulsory for companies to use approved Computerised Invoicing Systems (CIS) to combat tax fraud.

The “VerifActu Regulation”, effective from 7 December 2023, requires invoices to be fully traceable, immutable and automatically transmitted to AEAT.

This regulation is set out in Royal Decree 1007/2023, which requires it to be adopted with “a series of deadlines”, synonymous with a transition period for this system to avoid possible penalties until 1 July 2025.

The adoption of VerifActu also means that companies will be able to benefit from a :

  • Improved data integrity
  • Potential reduction in billing errors
  • Stricter, and therefore more effective, tax compliance

This measure is in line with international standards of transparency and fiscal responsibility, strengthening Spain’s position on the global economic stage.
